Establishes a new chapter requiring all telecommunications carriers and cable operators to register with the Department of Commerce and Consumer Affairs and file detailed reporting statements.

Mandates providers submit information on data centers, internet service providers, network infrastructure, bandwidth capacity, subscriber connections, and technical specifications organized by county.

Requires quarterly or periodic reporting of network performance metrics (availability, latency, bandwidth utilization), operational data (subscriber counts, installations), and annual audited financial statements.

Designates submitted statements and reports as confidential under state law, with limited sharing permitted to the Attorney General, Consumer Advocate, and Department of Business, Economic Development, and Tourism for agency functions.

Imposes civil penalties of up to $2,500 per day for late submissions and up to $50,000 for false statements; effective July 1, 2012.
