Extends the repeal date of the pilot project from Act 187 (2010) that allows the Department of Hawaiian Home Lands to begin housing and other projects without having the full project cost available at the project's start

Repeals the requirement for the Department to submit annual reports to the Legislature and U.S. Department of Interior on Native Hawaiian Rehabilitation Fund expenditures from commercial and multipurpose project lease extensions

Repeals the requirement to deposit 15 percent of lease revenues from commercial and multipurpose project leases into the Native Hawaiian Rehabilitation Fund

Directs the Department to deposit all lease revenues from commercial and multipurpose project leases into the Hawaiian Home Administration Account instead of the Hawaiian Home Lands Trust Fund

Repeals conflicting deposit requirements established in Act 187, Session Laws of Hawaii 2010, regarding revenue distribution from commercial and multipurpose project leases
