Allows the chairperson of the Hawaiian Homes Commission, with unanimous consent from the commission, to award a lease to native Hawaiians who have been on the waiting list for at least twenty years.

Permits suspension of certain administrative rules under title 10 of the Hawaii Administrative Rules to eliminate barriers preventing long-waiting applicants from accepting homestead leases.

Targets applicants who have received multiple lease offers but were unable to accept due to existing regulatory requirements.

Takes effect July 1, 2050, and repeals on June 30, 2017 (reverting section 207 of the Hawaiian Homes Commission Act to its prior form).
