Exempts kindergartens, schools, and child care programs licensed by the Charter School Review Panel, Hawaii Council of Private Schools, federal agencies, or counties from Department of Human Services licensing requirements.

Rationale: Programs already licensed by these entities do not require duplicate Department of Human Services licensing.

Changes effective date from July 1, 2030, to July 1, 2013.

Department of Human Services requested to confer with Hawaii Association for the Education of Young Children regarding concerns about county-operated child care programs serving subsidized children ages birth through five.

Department requested to work with Hawaii Association of Independent Schools and Hawaii Council of Private Schools to ensure their licensing standards meet Department requirements and they have capacity to assume licensing responsibilities.
