Establishes the Hawaii Interagency Council on Homelessness, administratively attached to the Department of Human Services, with the Governor's Coordinator on Homelessness serving as Chair.

Council shall develop a ten-year statewide plan addressing homelessness solutions, including coordinating action among public, business, and faith-based communities to help homeless persons obtain permanent housing.

Requires the Department of Human Services, with Council assistance, to conduct a study on designating safe facilities for homeless individuals and report on progress to the Legislature.

Appropriates $25,000 to the Department of Human Services for administrative expenses of the Hawaii Interagency Council on Homelessness.

Exempts Council members from Hawaii Revised Statutes chapter 84 (ethics law) and specifies only non-governmental members serve without compensation but receive expense reimbursement.
