Authorizes the Department of Health to conduct multidisciplinary and multiagency mortality reviews of deaths involving persons with developmental or intellectual disabilities.

Allows disclosure of information relevant to mortality reviews while maintaining confidentiality protections for certain information obtained during the review process.

Aims to reduce preventable deaths among persons with developmental or intellectual disabilities by identifying and addressing care-related issues that contributed to deaths.

Becomes effective upon approval rather than a delayed effective date.
