Amends Hawaii Revised Statutes Section 321-22.5 to add a new allowable use of Trauma System Special Fund moneys for costs to staff and operate the State's injury prevention program.

Maintains existing fund uses for under-compensated and uncompensated trauma care costs at hospitals and costs for hospitals to maintain on-call physicians for trauma care.

Clarifies that fund money shall not supplant trauma services funding authorized prior to July 1, 2006, and shall not be used for ambulance or medical air transport services.

Takes effect on July 1, 2012.
