Proposes a constitutional amendment to Article VII, Section 12 of the Hawaii State Constitution to authorize issuance of special purpose revenue bonds for dam and reservoir owners.

Proceeds from bonds would be used to assist dam and reservoir owners in meeting safety standards required under Act 262, Session Laws of Hawaii 2007.

Identifies dams and reservoirs as critical infrastructure providing public benefits including agriculture, water supply, groundwater recharge, flood control, and hydropower generation.

Received written support from the Department of Budget and Finance and the Department of Land and Natural Resources.

Committee on Ways and Means recommended the measure pass Third Reading.
