Allows board members present at a meeting canceled for lack of quorum to receive testimony and presentations on agenda items, with deliberation and voting deferred to a subsequent duly noticed meeting.

Requires members present at a canceled meeting to create a record of testimony and presentations and report back to the full board before any deliberation occurs.

Permits two or more board members (fewer than a quorum) to attend informational meetings, legislative hearings, conventions, seminars, or community meetings on official business matters, with participation in discussions allowed if no voting commitments are made.

Requires board members to report attendance and matters discussed at informational meetings to the full board at the next duly noticed meeting.

Clarifies that public notice requirements under the Sunshine Law are the only notice means required for board meetings, notwithstanding any other law.
