Extends the reporting deadline for the tax review commission appointed by July 1, 2010 from December 2011 to thirty days prior to the 2013 regular legislative session.

Addresses the commission's delayed start by noting only two of the required members were appointed by July 1, 2010, preventing the commission from meeting until July 15, 2011.

Appropriates funds from general revenues for fiscal year 2011-2012 to enable the tax review commission to conduct its evaluation of the state's tax structure and make revenue and tax policy recommendations.

Provides that appropriated funds shall not lapse at the end of fiscal year 2011-2012, but any unencumbered moneys shall lapse as of June 30, 2013.

Directs the Department of Taxation to expend the appropriated sum for the purposes of the Act.
