Establishes a nine-member gambling commission with three members selected by the Governor, Senate President, and Speaker of the House to conduct a comprehensive analysis of gambling's impacts in Hawaii.

Requires the commission to analyze social impacts on individuals and communities, infrastructure effects, labor availability, effects on tourism and Hawaiian culture, public and private sector roles, and regulatory requirements.

Commission members must be selected based on educational background, business expertise, and community involvement, with balanced representation of both supporters and opponents of gambling legalization.

Commission must submit a preliminary report by twenty days before the 2013 legislative session and a final report by twenty days before the 2014 legislative session, with opportunities for public comment.

Commission is administratively attached to the Office of the Auditor and dissolved on December 31, 2013, with an effective date of July 1, 2050 to allow for further discussion.
