Designates the unit as an efficient use of resources that provides swift and effective justice while reducing court caseloads and delays.

Received testimony in support from the Honolulu Prosecuting Attorney, Hawaii County Prosecuting Attorney, Hawaii Police Department, and one individual.

Committee on Public Safety, Government Operations, and Military Affairs recommended passage and referral to the Committee on Ways and Means.
