Appropriates funds as a grant to the Kalihi YMCA, Parents and Children Together, and the Susannah Wesley Community Center to support youth services.

Addresses the lack of afterschool programs that adversely affects middle school students and may contribute to negative and anti-social behavior.

Finds that youth in Kalihi face multiple risk factors for academic and behavior-related problems, with inadequate funding following elimination of Temporary Assistance for Needy Families program funds and other state funding cuts.

Recognizes the three named organizations as uniquely positioned to collaborate in providing quality community-based afterschool programs for Kalihi residents.

Committee on Human Services recommends passage and referral to the Committee on Ways and Means.
