Authorizes revocation or suspension of liquor licenses in counties with populations of 500,000 or more for a continuing pattern of noise, disturbance, misconduct, or disorder on or about licensed premises

Allows liquor boards or commissions to enforce license actions to protect patron health, welfare, and safety while improving community living environments

Received support from the Liquor Commission of the City and County of Honolulu and opposition from the Hawaii Bar Owners Association and two individuals

Recommended for passage to Second Reading and referral to the Committee on Commerce and Consumer Protection
