Creates a new collective bargaining unit (14) for Ocean Safety Officers and Water Safety Officers employed by the State or counties to better protect their public employee rights.

Includes supervisory employees of Ocean Safety Officers and Water Safety Officers in the newly created bargaining unit.

Requires the Hawaii Labor Relations Board to refrain from directing elections in any bargaining unit within which the new bargaining unit with specified composition is created.

Protects the rights, benefits, and privileges of Ocean Safety Officers and Water Safety Officers during transition to the new bargaining unit, including accrued benefits, seniority, and wages.

Sets effective date as July 1, 2030.
