Requires firearm owners or persons in lawful possession to report lost or stolen firearms to the county police chief within 72 hours of discovery

Establishes reporting to the chief of police in the county where the loss or theft occurred and, if different, the county where the firearm is registered

Creates misdemeanor penalties for failure to report a lost or stolen firearm

Exempts persons who comply with the reporting requirement from penalties under firearm storage laws (section 134-10.5) and related firearms violations

Provides affirmative defense in civil liability cases when a firearm was reported stolen pursuant to the law, and exempts reported stolen firearms from criminal negligent storage charges
