Extends the sunset date for amendments to Hawaii's fuel tax law related to naphtha used in power-generating facilities from December 31, 2012 to December 31, 2017.

On the new sunset date (December 31, 2017), the definition of "power-generating facility" and section 243-4(a) of the Hawaii Revised Statutes will be repealed and reenacted to their pre-amendment form.

Maintains the retroactive application of the naphtha fuel tax rate to any imposition of the fuel tax on naphtha sold for use in a power-generating facility.

Takes effect upon approval.
