Requires the stadium authority to distribute to the University of Hawaii 25 percent of all revenue generated by the University of Hawaii at Aloha Stadium.

Directs the stadium authority and University of Hawaii to jointly determine what constitutes revenue generated by the University of Hawaii for purposes of this distribution.

Amends the stadium special fund to include distributions to the University of Hawaii as an allowable use of funds alongside operational expenses and capital improvements.

Maintains complete separation between the stadium special fund and the Kapolei recreational sports complex special fund with no transfers permitted between them.

Takes effect upon approval.
