Increases stadium authority membership from nine to eleven members, with nine appointed by the governor and two ex officio members.

Makes the University of Hawaii president (or designee) a voting ex officio member of the stadium authority, changing their previous non-voting status.

Maintains the superintendent of education as a non-voting ex officio member of the authority.

Requires appointed members to have been United States citizens and Hawaii residents for at least five years prior to appointment.
