HI SB3016

Directs the Department of Public Safety, in cooperation with 'Ohana Ho'opakele and other restorative justice groups, to develop a plan for a pu'uhonua (wellness center) based on Hawaiian cultural practices to address substance abuse in the native Hawaiian community.

Establishes preference for locating the wellness center on lands formerly used as the Kulani correctional facility on the island of Hawaii, unless another site offers greater likelihood of success.

Creates a work release pilot program allowing incarcerated persons determined by the Director of Public Safety to pose low risk to public safety to work on community projects, including invasive species control and other beneficial community work.

Requires the Department of Public Safety to submit a report to the legislature prior to the 2013 regular session with findings, recommendations, site selection factors, and budget requests necessary to implement the wellness center.

Establishes an effective date of July 1, 2050, with the work release pilot program scheduled for repeal on June 30, 2015.
