Streamlines and facilitates the Department of Land and Natural Resources permitting process for reconstructing, restoring, repairing, and using Hawaiian fishponds (loko i'a).

Allows commercial use of Hawaiian fishponds if applicants are lineal descendants, cultural descendants, or Native Hawaiian organizations, within the streamlined permitting process.

Defines "lineal descendant" as Native Hawaiians with genealogical connections to ancestors who lived or were buried in the same ahupua'a or district as the fishpond.

Defines "cultural descendant" as Native Hawaiian applicants recognized by the department as having traditional and customary fishpond practices and rights.

Excludes Hawaiian fishponds from the definition of "mariculture" in state law to prevent them from being subject to certain marine aquaculture lease provisions.
