Creates a new offense of computer fraud in the third degree as a class C felony for knowingly accessing a computer, computer system, or computer network with intent to defraud and commit theft in the third or fourth degree.

Amends computer fraud in the first degree to expand the definition from unauthorized computer access to include accessing computers to facilitate murder, class A felonies, kidnapping, unlawful imprisonment, extortion, weapons offenses, property damage, escape, sexual offenses, or theft in the first degree, and increases the penalty from class B to class A felony.

Amends computer fraud in the second degree to include accessing a computer with intent to commit theft in the second degree or transferring passwords and similar access information, and increases the penalty from class C to class B felony.

Effective date is July 1, 2012.
