Establishes that the Kahoolawe Island Reserve Commission shall be subject to the oversight of the Department of Land and Natural Resources (DLNR) with regard to control and management of the island reserve.

Transfers responsibility for implementing controls, enforcing laws, and providing administrative support for the island reserve to the DLNR department.

Maintains the commission's role in establishing criteria and policies for permissible uses, approving contracts and rules, and providing advisory functions to the governor and other state agencies.

Clarifies that while the commission retains general administration of the island reserve, the department holds supervisory authority over the commission's activities.
