• Transfer the office of planning from the department of business, economic development, and tourism to the office of the governor for administrative purposes.

• Require the director of the office of planning to report directly to the governor instead of the director of business, economic development, and tourism.

• Mandate the director to conduct an annual comprehensive review of the office of planning to be submitted to the governor and legislature at least twenty days before each regular legislative session.

• Add new responsibilities for operating teams focused on data collection and strategic planning, including tracking job creation percentages, new business formation rates, business relocations, business expansion initiatives, and state business clusters.

• Transfer all rights, powers, functions, duties, appropriations, records, equipment, and property of the office of planning to the office of the governor.
