Establishes Land Use Commission authority to enforce use classification districts, including power to investigate violations, hold hearings, enter orders, and amend or nullify previous commission decisions.

Allows Land Use Commission to designate county zoning enforcement officers or agencies to conduct investigations and enforcement proceedings on the commission's behalf.

Creates tiered administrative fine structure: up to $1,000 for first violation, up to $3,000 for second violation within six months, and up to $5,000 for third or subsequent violation within five years.

Permits Land Use Commission to recover administrative fees, costs, attorneys' fees, and damages through legal action; all administrative fines collected are deposited into the state general fund.
