Requires one percent of all state fund appropriations for construction and renovation of state buildings to be deposited into the Hawaii Historic Preservation Special Fund starting July 1, 2011.

Expands eligible uses of the fund to include site modifications, display, interpretive work, and preventive maintenance for the Bernice Pauahi Bishop Museum, Iolani Palace, Washington Place, and Mauna Ala.

Designates the comptroller to manage expenditures from the fund and work with relevant agencies to decide on specific projects at the four heritage facilities.

Requires the comptroller to submit reports to the governor and legislature in 2012, 2013, 2014, and 2015 detailing projects, expenditures, and recommendations for long-term restoration plans for state-owned historic properties.

Establishes a cap on annual fund transfers through June 30, 2015, with specific dollar amounts to be filled in during appropriation bill negotiations.
