Establishes a regulatory structure for installing and operating an interisland high voltage electric transmission cable system to transmit clean, renewable energy throughout the State

Allows electric utility companies to recover reasonable predevelopment and development costs determined prudent by the Public Utilities Commission if the on-island transmission structure is not completed

Permits cost recovery through a cable surcharge mechanism approved by the Public Utilities Commission

Sets effective date as July 1, 2030, to allow for further discussion and planning

Received support from the Department of Business, Economic Development and Tourism, Consumer Advocate, and Hawaiian Electric Company, but faced opposition from environmental groups and Maui County officials
