Requires the Department of Land and Natural Resources to conduct an initial review of the effectiveness of the two existing marine life conservation districts on Maui, with subsequent reviews every five years beginning with the 2013 legislative session.

Mandates the department to hold public informational meetings and hearings for community participation in the reviews and submit findings and recommendations to the legislature at least 20 days before each regular session.

Statutorily establishes the Division of Aquatic Resources within the Department of Land and Natural Resources, prohibiting the board from abolishing or consolidating the division without statutory amendment.

Requires the division to be headed by an administrator trained and educated in natural resource management and restricts the division from being placed organizationally under other divisions except the board and office of the chairperson.

Effective July 1, 2030.
