Establishes the Hawaii health corps program, Hawaii rural health care provider loan repayment program, and Hawaii health corps revolving fund to address primary health care provider shortages in rural areas.

Requires the University of Hawaii at Manoa John A. Burns School of Medicine and University of Hawaii at Manoa School of Nursing and Dental Hygiene to report to the Legislature on the status of the Hawaii health corps program.

Mandates implementation of the Hawaii health corps program by June 30, 2013.

Removes the original appropriation for the rural interdisciplinary residency program at Hilo Medical Center in favor of the new statewide program structure.

Effective upon approval by the Governor.
