Proposes an amendment to Article VI, Section 3 of the Hawaii State Constitution to authorize the Chief Justice of the Hawaii Supreme Court to appoint retired judges as emeritus judges.

Allows judges who retired upon reaching age seventy to serve as temporary judges in courts at or below their prior judicial level.

Limits emeritus judge appointments to terms not exceeding three months per appointment.

The Judiciary testified in support of the measure.

House Committee on Finance recommends passage on Third Reading.
