Appropriates unspecified amounts of funds to the Housing Placement Program within the Homeless Programs Office of the Department of Human Services

Appropriates unspecified amounts to improve existing affordable rental housing stock and increase affordable rental housing units managed by the Hawaii Community Development Authority, Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, and the four county governments

Requires the Department of Human Services to identify properties statewide for development of affordable rental housing for low-income individuals and families under Housing First Programs, including feasibility and cost analysis

Requires the Department of Human Services to report findings and recommendations to the Governor and Legislature no later than December 1, 2011
