Expands the Public Utilities Commission from three to five commissioners, with requirements that no more than two commissioners represent the same professional field and at least two commissioners represent the counties of Hawaii, Kauai, and Maui.

Establishes two subject-matter panels within the commission: one for energy and water/sewage utilities, and another for motor and water carrier transportation, telecommunications, and warehousing, each consisting of two commissioners and the chairperson.

Creates a new executive officer position appointed by the commission to coordinate administrative functions and supervise staff, replacing the previous chief administrator role reporting to the chairperson.

Requires public notice and hearings at least 30 days in advance for water carrier certificate applications, with notices published three times on affected islands and establishes specific public convenience and necessity findings required for water carrier certificates.

Appropriates funds from the Public Utilities Commission special fund for salaries of two additional commissioners and the executive officer, effective July 1, 2011.
