Requests the Superintendent of Education to establish a task force to assess the possibility of allowing access to condoms on school campuses in Hawaii.

Task force composition includes the Superintendent of Education as Chair, one representative each from the Department of Human Services, Department of Health, and Board of Education, plus six representatives from the education and youth services community (three selected by the Senate President and three by the House Speaker).

Task force must address six specific issues: appropriate age or grade level for condom access, authorized distributors, required training on condom use, accompanying literature or education on family planning and STDs, distribution locations, and parental notification policies.

Task force members receive no compensation but are reimbursed for necessary expenses including travel, and must submit findings and recommendations with any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session.

Task force is dissolved on June 30, 2013, with certified copies of the resolution transmitted to the Superintendent of Education, Board of Education Chair, Director of Health, Director of Human Services, Hawaii Youth Services Network, and President of the Hawaii State PTSA.
