Requests the Director of the Executive Office on Aging to establish a long-term care financing task force to study the feasibility of creating a modest, public long-term care insurance program in Hawaii.

Task force composition includes the Executive Office on Aging Director as Chair, six individuals from long-term care and insurance industries (three selected by Senate President, three by House Speaker), one Senate member, and one House member.

Task force must assess eleven key issues including eligibility criteria, premium collection methods, benefit amounts, program financing, administration structure, and potential premium subsidies or exemptions for low-income participants.

Members receive no compensation but are reimbursed for necessary expenses including travel; task force dissolves June 30, 2013.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes, with copies transmitted to relevant state departments and agencies.
