Requests the Director of State Civil Defense to convene a task force to develop an international response plan for tsunami debris from the March 2011 Japan earthquake that may reach Hawaii's shores

Task force shall include representatives from the military, University of Hawaii's National Disaster Preparedness Training Center, Rotary Club, Lions Club International, Kiwanis International, The Nature Conservancy, National Audubon Society, Sierra Club, and Surfrider Foundation

Task force must address emergency preparedness needs (sirens, evacuation procedures, emergency supplies), debris collection and disposal coordination, wildlife protection safeguards for endangered Hawaiian monk seals, and other relevant mitigation issues

Task force members shall receive no compensation but will be reimbursed for necessary expenses, and must submit a report to the Legislature no later than 20 days before the 2014 Regular Session

Task force shall be dissolved on June 30, 2014
