Requests the Chairperson of the Board of Land and Natural Resources to convene a Manoa Road Task Force to determine ownership and maintenance responsibility for the portion of Manoa Road leading to Lyon Arboretum.

Task force membership includes representatives from the University of Hawaii, State Department of Transportation, City and County of Honolulu Transportation Services, state legislators representing the area, Honolulu City Council member from District 5, Paradise Park Inc., and a local resident.

Lyon Arboretum is the only university botanical garden in a tropical rainforest in the United States and serves approximately 34,000 visitors annually.

Task force must submit findings and recommendations, including proposed legislation, to the Legislature no later than 20 days before the 2013 Regular Session convenes.

Ownership and maintenance responsibility for the road portion is currently unclear, creating uncertainty about which entity is responsible for repairs.
