Authorizes the Board of Land and Natural Resources to issue a 55-year term, non-exclusive easement for state submerged lands at Honokawai, Lahaina, Maui, covering tax map key (2) 4-4-001:042.

Easement permits use, maintenance, repair, and removal of an existing seawall constructed in 1965 that partially encumbers state-owned land with submerged portions.

Requires prior Governor approval and legislative authorization via concurrent resolution, as permitted under Hawaii Revised Statutes section 171-53.

Environmental assessment completed in September 2010 with a finding of no significant impact; Board of Land and Natural Resources granted the easement to the Association of Unit Owners of Hale Kai Condominium in August 2011, subject to specified terms and conditions.
