Proposes that Hawaii host a signing ceremony admitting North Korea to the APEC Business Advisory Council Working Group and invites North Korean leader Kim Jong Un to attend in Hawaii.

Cites the 2011 APEC conference in Honolulu where South Korean delegates emphasized the importance of collaboration between large enterprises and small/medium enterprises for economic development in the Asia-Pacific region.

References the Korea-US Free Trade Agreement that eliminates 95 percent of tariffs between the nations within five years, and suggests a North Korea-South Korea partnership could benefit both countries and the United States through economic development.
