Department of Business, Economic Development, and Tourism requested to convene a sustainable and alternative energy assessment task force to develop objective evaluation methodology for alternative energy technologies.

Assessment methodology must evaluate initial installation costs, operating costs over system lifetime, replacement costs, decommissioning costs, environmental and social impacts, energy independence value, employment impacts, and fuel price estimates.

Task force to consist of nine members: three appointed by the Governor, three by the Senate President, and three by the Speaker of the House, with at least one member from Hawaii, Kauai, and Maui counties.

Task force members must have expertise in environmental, economic, social, and technical perspectives; cannot be employed by or consult for agencies that would create conflicts of interest; and will receive expense reimbursement but no compensation.

Task force must submit findings and assessment methodology recommendations to the Governor and Legislature no later than twenty days before the 2013 Regular Session and dissolve on June 30, 2013.
