Requests the Department of Health to convene a working group to assess Hawaii's compliance with the federal Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act of 2008.

Working group membership includes representatives from the Governor's office, Legislature, Insurance Commissioner, Director of Health, Hawaii Substance Abuse Coalition, at least one psychiatrist or psychologist, and at least one health insurance provider.

Requires the working group to designate a chairperson and submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session.

Requests the Legislative Reference Bureau to assist with drafting any necessary legislation, with proposals due by November 1, 2012.

Directs notification to the Governor, Insurance Commissioner, Director of Health, Legislative Reference Bureau, and Hawaii Substance Abuse Coalition.
