Request the State Auditor to conduct an impact assessment of mandatory health insurance coverage for autism spectrum disorders as required under HRS sections 23-51 and 23-52.

Assessment must address the social and financial effects of the proposed mandate, including impacts from increased diagnosis frequency and the growing number of states requiring similar coverage.

Auditor must submit findings, recommendations, and any proposed implementing legislation to the Legislature no later than 20 days before the convening of the 2013 Regular Session.

Require the Insurance Commissioner to transmit copies of the concurrent resolution to all health insurers in the State that issue health insurance policies.

Note that one in 110 children in the United States are affected by autism spectrum disorders, and 75-86 percent of children receiving early intervention services between ages 2-7 develop functional communication by age 9.
