University of Hawaii College of Social Sciences Public Policy Center and Spark M. Matsunaga Institute for Peace and Conflict Resolution must collaborate with government agencies and advocacy organizations to develop a comprehensive plan coordinating statewide policies and services for human trafficking victims and survivors.

Establish a working group to identify existing protocols, procedures, and statutory safeguards protecting minors who are victims or potential victims of human trafficking in Hawaii.

Working group must explore best practice options and models for providing services to minor victims of human trafficking and identify effective strategies to control human trafficking of minors.

Public Policy Center and Matsunaga Institute must submit a comprehensive report to the Legislature no later than 20 days before the 2013 Regular Session, including recommendations for practice and procedure changes and proposed legislation to protect minors who are victims or at-risk of human trafficking.

Certified copies of the resolution must be transmitted to the Director of Human Services, Director of the University of Hawaii College of Social Sciences Public Policy Center, and Director of the Spark M. Matsunaga Institute for Peace and Conflict Resolution.
