Governor's Office requested to convene a working group to examine possible reorganization of the Department of Education's adult education program.

Working group to evaluate whether portions of the adult education program (GED, English as second language, citizenship, computer skills) should be realigned with other state departments, agencies, or counties.

Working group membership to include chairs of Senate and House education committees, state department heads (Labor, Human Services, Health), University of Hawaii officials, county mayors, and Hawaii Government Employees Association president.

Working group exempt from chapter 92 Hawaii Revised Statutes requirements and members not considered state employees under chapter 84.

Working group required to report findings, recommendations, proposed legislation, and funding recommendations to Legislature no later than twenty days before the 2013 Regular Session convening.
