Urges the United States Congress to repeal sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012, which codified authority for indefinite military detention without charge or trial.

Requests amendments to the Authorization for Use of Military Force (Public Law 107-40) to prevent the armed forces from investigating, arresting, detaining, or trying persons within the United States.

Calls for prohibition of military detention of civilians captured off any battlefield without charge or trial.

Requests the Authorization for Use of Military Force be amended to expire upon the end of combat operations in Afghanistan.

Directs transmission of the resolution to the President, Congress leadership, the Attorney General, Secretary of Defense, relevant congressional committees, and Hawaii's congressional delegation.
