Encourages the U.S. Secretary of Defense and Department of Defense to continue forward-basing visible military forces in Hawaii to deter aggression and enable free commerce in the Asia Pacific region.

Requests the Secretary of Defense consider basing additional U.S. military forces in Hawaii as needed to support the forward-basing military strategy.

Cites security concerns including North Korea's nuclear proliferation and military aggression, terrorist activities in Southeast Asia, and China's military expansion and territorial claims in the South China Sea.

Urges the Military Affairs Council of The Chamber of Commerce of Hawaii to continue serving as liaison between Hawaii and U.S. Pacific military commanders regarding military presence in the state.

Requires transmittal of certified copies to the Governor, U.S. Secretaries of Defense and State, Pacific Command and its subordinate commanders, Hawaii's congressional delegation, and the Chamber of Commerce Military Affairs Council.
