Require state departments to compare costs of in-house maintenance staff versus contracting with outside vendors.

Direct departments to identify lower cost alternatives such as purchasing energy efficient equipment to reduce state expenditures.

Assess each department's recordation, reporting, and record-keeping processes for maintenance expenses, with recommendations from the State's Chief Information Officer on technology improvements.

Require the Department of Budget and Finance to submit findings and recommendations to the Legislature no later than 20 days before the 2013 Regular Session, working collaboratively with all state agencies.
