Urges United States Congress to enact H.R. 2438 or similar legislation that protects the rights of travelers in the nation's airports.

H.R. 2438 removes immunity from federal employees who provide airport security screening regarding physical contact, image-making, or radiation-emitting machinery use on other persons.

Addresses concerns that Transportation Security Administration pat-down searches have been experienced by travelers as humiliating and bordering on physical and emotional abuse.

Intends to implement deterrence against potentially inappropriate behavior by federal employees subject to the proposed legislation.

Recommended for adoption by the Committees on Transportation and International Affairs and Public Safety, Government Operations, and Military Affairs.
