Directs the Legislative Reference Bureau to conduct a study examining the benefits and drawbacks of implementing term limits for Hawaii Legislature members.

Cites concerns that campaign spending limits eliminated by the 1976 Buckley v. Valeo Supreme Court decision have reduced nonincumbent competitiveness and decreased seriously contested races.

References 1974 data showing 43% of House representatives and 32% of Senate members elected were new, contrasting with reduced competition after spending limits were removed.

Requires the Legislative Reference Bureau to report findings to the Legislature no later than 20 days before the convening of the 2013 Regular Session.

Directs certified copies of the resolution be transmitted to the Legislative Reference Bureau Director, House Speaker, and Senate President.
