Requests the State Auditor to perform a financial and performance audit of the Department of Commerce and Consumer Affairs (DCCA).

Directs the DCCA Director to cooperate fully with the Auditor during the audit process.

Requires the Auditor to submit audit results and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.

Cites DCCA's acceptance of a sub-standard internal audit costing $80,000 as justification for the full audit.

Authorizes the audit under Hawaii Revised Statutes sections 23-5(a) and 23-1, which give the Auditor jurisdiction over state agencies and quasi-public institutions handling public funds.
