Requests the Department of Health and Department of Public Safety to convene a task force to develop a plan for designing, developing, constructing, and operating a secure forensic facility.

Task force composition includes 11 members: representatives from the Governor's Office, Attorney General, Public Defender, all four county prosecuting attorneys, Department of Accounting and General Services, a Circuit Court Judge selected by the Chief Justice, and co-chairs from the Directors of Health and Public Safety.

Task force shall examine how to address needs of individuals in Department of Health custody requiring strict security and individuals in Department of Public Safety custody requiring intensive mental health treatment, including whether these groups require separate facility settings.

Task force chairs may invite additional individuals to participate and provide information to support the task force's work.

Task force must report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session convenes.
